For example, major cloud providers like Amazon (AS16509), Google (AS15169), and Cloudflare (AS13335) each have their own ASNs. Can I use this tool to track someone's exact location?

No. IP geolocation provides only approximate location data (typically city or region level). It cannot determine a person's exact physical address.
